This is on a Per-User basis and based on Page Views.. So if you set this to expire after 5 views, then each user can view the page with the shortcode 5 times.

If the user loads the page 5 times, and doesn't watch the video even once, then it will still expire when they get to the page the 6th time.

If you want a shortcode to expire after a certain number of "Page Views" (or basically number of times the shortcode loads successfully and shows the media), thats' what you set here.

Eg., let's say you set this to 5.

Whatever media you use for this shortcode, regardless of whether it is a Video, Audio, PDF, etc - it will only load and display 5 times, for each user separately.

If it's a Video shortcode, and you put this on a page, then when a member goes to that page, and the video loads in their browser, that is counted as 1 "Page View" (for that specific user).

If it's a Audio shortcode, and you put this on a page, then when a member goes to that page, and the audio loads in their browser, that is counted as 1 "Page View".

If it's a PDF shortcode, and you put this on a page, then when a member goes to that page, and the PDF link is displayed in their browser, that is counted as 1 "Page View".

If it's a video or audio, as long as they remain on the page, they can watch it any number of times, fast-forward or rewind, but it is still considered as part of the same 1 view. But if they refresh the page, or close it and come back to it at a later time, then when the video loads, that would be considered Page View #2.
